Are there placement guidelines or tests to determine whether a student should enter the new Beginner 1 course?

Yes.  

New students should complete the placement evaluation to determine their starting point. If a student skips this test (by selecting the “Very Little” option in the four questions of the Screener Test), they will automatically be placed in the new Beginner 1.
